General League Information
League Set Up
Mad Humpy’s Fantasy Football Dynasty League will be comprised of twelve (12) teams. Teams will assembled into four (4) divisions. Each division will be comprised of three (3) teams.
Inaugural year divisions will be assigned by random drawing.
The league year will begin on July 1st of every calendar year.
Team Ownership
Ownership Responsibility
Each team has a designated owner who is responsible for the following:
- Ownership fee of $75.00 yearly is to be paid to the commissioner on draft day
- Attending the draft in person or by proxy with all needed material to conduct a successful draft
- Being an active participant during the entire calendar year not just during the playing season
Ownership Credo
It is understood that each owner in this league, inaugural or by vote in, is a competitive individual with a mindset for winning that has a unique strategy for accomplishing his/her goals. Unless there is obvious collusion by one or more owners an owner is free to manage his/her team as they see fit with no interference from any other owner or the commissioner.
Ownership Replacement
If an owner relinquishes his/her team a new owner must be found before the start of the next league year. A replacement owner will be selected in the following way:
- Each remaining owner will be asked to nominate one (1) or more new owners for acceptance
- Each new potential owner will be given a questionnaire (see appendix A) with a specified time period for response (generally two (2) weeks)
- All answers to the questionnaire will be compiled side by side with no names for a blind vote by each owner (commissioner will hold the answer key)
- Commissioner will tally all of the votes and invite the winner to take over the team of the retiring owner
Prize Pool Payout
There is a $75.00 yearly ownership fee that will be used to pay the prize pool for the season the money is collected. The $75.00 will split into segments to be used in the following pools:
- Playoff Pool ($265.00) will be used for the playoff prize pool to be given for 1st place ($150.00)*, 2nd place ($75.00), and 3rd place ($40.00).
- Weekly High Points Pool ($335.00)– Each week the team with highest recorded points will win the weekly high points pool and receive a $20.00 credit to his/her winnings. When the regular season has concluded the two (2) teams with most total points for the season will receive a bonus. 1st most points ($50.00)*, 2nd most points ($25.00)
- Transaction Spending ($240.00) – Each owner will have $20.00 to spend on free agency each season. Every transaction that is not a player and or draft pick trade with another owner will be charged $1.00 to that owners account with a maximum limit of $20.00. If an owner conducts more than twenty-five (20) transaction in any given season his/her account will not be accessed the $1.00 transaction charge. At the end of the season all of the transactions fees will be added to the prize pool*
- Progressive Pot ($60.00) – will be accumulated on a yearly basis until one (1) or more of the following criteria has been met:
- Two Hundred (200) points achieved by a team in one (1) game
- A perfect fifteen and zero (15-0) record is achieved in one season
- A team wins the title in back to back seasons
- The first team to achieve ten thousand (10,000) points lifetime
- The first team to achieve one hundred (100) total wins lifetime
* Transaction spending charges will be split equally between the league champion payout (1st place) and the team with the most point’s payout. It will be distributed equally dollar for dollar starting with the league champion. If the total transaction spending pool is an odd number, the final dollar will be placed in the league champion distribution.
Changes to League Rules
This entire rule book is subject to change. Any change to this rule book must follow the steps outlined below:
Change Proposals
Proposals for rule changes may be suggested by any owner that has one (1) accrued season. Proposals must be made, voted on, and amended before the start of the league year.
Ownership Voting
All returning owners must vote on rule changes. Any owner taking over a team may not vote on rule changes for the upcoming calendar year.
In order for a change to this rule book to pass and be implemented there must be a seventy-five percent (75%) yes vote by all participating owners. The percentage will be calculated using the total number of yes votes divided by the owners voting.
Any vote that would change any structure related to number of teams, yearly ownership fees, or payout balancing must have a one-hundred percent (100%) passing vote and be voted on by all twelve (12) owners. If new ownership is entering the league than no votes may be made to these rules until the following league year.
Draft
Date / Time / Location
The draft will take place yearly in either the weekend before or after August 23rd depending on availability of all owners. Time and location to be determined when the date of the draft is confirmed.
Draft Order
The draft order will be determined by the standings and lottery results from the previous season. The draft order, when determined, will continue in the same order from the first round to the last round. Each team will have no more than twenty (20) selections and no less than ten (10) selections.
In the first year of formation the draft will be a serpentine style draft with all owners selecting twenty (20) draft picks composed of players and defenses. Order will be determined by random drawing.
Owner Responsibilities
Team owners are responsible for bringing their ownership fee and draft strategy to the draft. Being prompt and ready is recommended.
Owner Absents
In a case an owner must be absent from attending the draft, either the commissioner or an appointee by the owner or commissioner will draft for him/her. It is the responsibility of the absent owner to provide a draft list or one will be provided for him/her at the commissioner’s discretion and players will be selected in accordance with Appendix B.
In-Season

Tie Breaker
During the regular season a tie at the end of the week’s games will result in a tie for the team’s records.
Roster Requirements
Each team is required to hold up to twenty (20) players (including defenses) on their rosters with positional limits as follows:

Each team must have a minimum of nine (9) players + Defense / Special teams encompassing the minimum roster limit for each position in a weekly line up.
Lineups
Setting Lineups
Players in each team’s lineup must be set by “Game Time.” Teams may change any player at any point before said players game has started.
Each week lineups are set to automatically use the previous week’s lineup if an owner does not manually change it.

Waiver Wire / Free Agency
Transactions Periods
There are two periods where transactions can take place during the season. Free Agency which occurs from two (2) days after a game has been played at 12:00 p.m. EST. up until game time for any particular player. The Waiver Wire period begins when any particular player’s game begins and concludes at the start of the free agency period.
Please not that Thursday game players will transition to free agency on Saturday at 12 p.m. EST
Players will also be on waivers when they are dropped for a team and incur the two (2) day waiting period before entering free agency.
Free Agency Transactions
Every team will have an unlimited number of free agent transactions. Free agent transactions will happen on a first come first serve basis during the Free Agency Period.
If a player is signed to an NFL roster after week one (1) of the playing season then that player must go through one (1) waiver wire period before he can be added to a teams roster.
Waiver Wire Transaction
Every team has an unlimited number of waiver wire transactions, waiver wire claim order will be determined by the draft order starting with the first pick and ending with the last pick. Each time a team makes a transaction they will move from their current position to position twelve (12).
In year one (1) of the league the waiver wire order will be the opposite of the draft order where team twelve (12) will have the first priority for waiver wire claims, etc.
Transaction Cost
As stated in the prize pool section of this document the first twenty (20) waiver wire transaction will come with a one dollar ($1.00) charge that will be deducted from that owner’s transaction fee. If an owner does not use all twenty dollars ($20) a credit will be given to that owner.
Trades
Individual Players, Defense / Special Teams, and draft picks (up to the next five (5) seasons) are eligible to be traded. There is a six (6) week minimum for a player to be traded back to a team that previously held that players rights. All trades must be approved by the commissioner for tracking purposes and will be approved in accordance with the Ownership Credo.
Weekly Trading Deadline
Trades declarations must be made twenty-four (24) hours before the start of the traded players’ game to give adequate time for the commissioner to approve and record the transaction. Any trade not made within this time frame will conclude the following week.
Yearly Trading Deadlines
No trades will be allowed after the conclusion of week ten (10), meaning before the first game that is played in week eleven (11). Trading will reopen at the conclusion of the playing season.
Injured Reserve
Each team will have 2 available Injured Reserve slots that can be used for an NFL recognized Injured Reserve player. Once a player is placed on injured reserve that player cannot move back to the active roster unless that player is designated IR with return and has returned to his NFL teams active roster.
In the event a player that is on IR designated to return, returns to the active roster, that owner must move that player to the active roster before the start of the current weeks game or that player will be cut and placed into free agency.
Post Season
League Playoffs
The Playoffs and Toilet Bowl will begin in week fourteen (14) and conclude in week sixteen (16) of the NFL season.
Playoff Teams
There will be six (6) teams that advance to the playoffs. The four (4) division winners will advance to the playoffs. Two (2) wild card teams will be selected according to best team record and adhere to the tie breaker rules for seeding.
Toilet Bowl Teams
The six (6) teams that do not make the playoffs will participate in the Toilet Bowl.
Team Seeding Rules
Teams will be seeded based on the records of teams when the regular season concludes. If teams have an identical records during the seeding process and are not in the same division the following will be used to determine seeding:
- Head to Head record
- If there is a multiple way tie between the record holders than the record of the team that has the best record between the multiple teams will be seeded higher
- Head to Head points – If there is a no clear winner in the record between the multiple teams than the points scored in the matchups of the teams involved will be used to determine seeding.
If teams have an identical records during the seeding process and are in the same division the following will be used to determine seeding:
- Head to Head record
- Division record
- Head to Head points
Bracketing Rules
The top two (2) teams based on seeding will receive a bye in the first round of the Playoffs/Toilet Bowl. The remaining four (4) teams will be seeded according to seeding, matching the top seeded team vs. the bottom seeded team. Each round will be reseeded following this metric.
Playoff Game Tie Breaker
During the playoffs a tie will result in the individual positions being matched up (QB vs. QB, RB vs. RB (top point scorers, then other RBs; same for WR,) etc. down the starting lineups. The Flex spots will match up against each other regardless of players’ positions. Each match-up will receive 1 point for having more points than the other has. Total potential points are 9. If there is a tie resulting in a 4-4 matchup with a tie at any one of the matchups, then coaching efficiency will be used to determine the winner.
Coaching efficiency is determined by the ratio of the number of points your starting lineup earned vs. the maximum points that could have been earned from your roster in the best possible starting line-up.
Off Season
Lottery Rules
Lottery Ball Assignments
The teams that do not make the playoffs all have a chance to get the first pick in the next draft through the lottery system. There are three ways that team’s earn balls; overall record in the regular season (following the Team Seeding Rules), total points in the last four (4) weeks of the regular season, and the placement of teams in the Toilet Bowl.

Negative Lottery Balls
If a team finishes the lottery calculation with zero or negative balls then that team will be given one ball so they may participate in having a chance at the first pick.
Division Formation
Division formation will be done by taking the average regular season points by all teams and placing them into divisions where each division’s total points are as close as possible to the other divisions. If possible, no team will play in a division with a team or teams that they played with in the previous season. See Appendix C.
Schedule Creation
The weekly matchup schedule will be created using the results of the division formation. Those results will be input into the schedule formation spreadsheet. See Appendix D.
Free Agency / Waiver Wire
There shall be no transaction in the offseason. The offseason ends one (1) week after the final game of the NFL season (Super Bowl) and re-opens forty-eight (48) hours after the draft has been completed.
No charge shall be assed for transactions until the start of the first NFL Game, week one (1) of the season.
Injured Reserve
All Players that were designated Injured Reserved must either be dropped or activated by the start of the league year (July 1st). If activated the team must have an empty roster slot or drop another player to keep their roster to no more twenty (20) active players and or defenses.
If a team does not successfully make the appropriate transactions before the start of the league year than all players remaining on that teams Injured Reserve will be waived and available for the waiver wire.
Dynasty Players
Each team may select up to ten (10) Dynasty players in the following order: Playoff Teams must make their selections no less than two (2) weeks before the draft, Toilet Bowl teams must make their selections no less than one (1) week before the draft.
If an owner does not designate his keepers within the time allotted than the entire team is forfeit and the players will go back into the pool for drafting. If the owner then decides to quit the league then the league will determine the players that should have been kept and allot them to the replacement owner that is coming into the league.
Dynasty players may be any player that was on an active roster or practice squad of an NFL team the previous season and includes team Defense / Special Teams. Incoming Rookies and or free agents that did not play a prior season in the NFL may not be added to any roster before the draft.
Draft Pick Selections
Each team starts out the beginning of the calendar year with twenty (20) draft selections minus any draft selections the team has previously traded away. For each Dynasty Player that a team selects (up to ten (10)) the lowest round draft choice remaining is forfeit.
Each team has the ability to trade any draft pick selections for up to five (5) calendar years in the future.
Appendix A – New Owner Questionnaire

Appendix B – Absentee Owner
If an owner is absentee and does not provide the commissioner or another owner a draft strategy than that team will be drafted for by either the commissioner or an appointed alternate and will follow the below draft order using a standard scoring non-dynasty draft list of the commissioners choosing.

If the absentee owner has selected Dynasty Players than those players will replace the draft list by position starting at slot number one (1) and will fill up until all of the Dynasty selections have made. Drafting will then begin with the first position that has not been crossed off.
